Prof. Charnchai Panthongviriyakul MD, Khon Kaen University President and the representative of JP Intelligent System Engineering Company, Khun Jetsada Kumphong. The signing was also co-signed by Prof. Dr. Supachai Pathumnakul, Vice President for Innovation and Enterprise; Asst. Prof. Dr. Sompong Sitthiprom, Assistant to the President for Security; and 2 lecturers from Faculty of Engineering, Ajarn Dr. Wathis Leelapat and Asst. Prof. Dr. Rutchai Ungarunyawee who developed the program and JP Intelligent System Engineering committee. Assoc. Prof. Dr. Chuchart Kamollert, Dean of Faculty of Veterinary Medicine acted as one of the witnesses.

Assoc. Prof. Charnchai Panthongviriyakul MD, Khon Kaen University President said, “Road accidents are the third cause of death in the country each year. A lot of people died from road use. The reporting program developed by Khon Kaen University will be a tool for officers who regulate traffic rules and prevent dangers from accidents, which will lead to safety. At the same time, people will be more aware of traffic rules which is good for them. Today, the program will be taken and for use at a wider circle by JP Intelligent System Engineering Co.Ltd. KKU is proud of the work that brings reputation and is useful for the society since it prevents loss on the road.

The program that reports and inspect traffic light violation is the research work conducted by a KKU PhD candidate Khun Jetsada Kumphong, whose advisor Asst. Prof. Dr. Rutchai Ungarunyawee developed the program and Ajarn Dr. Wathis Leelapat, a researcher. The program has been tested on campus and in Khon Kaen Municipality for over 2 years and has proved to be efficient. Thus, the start-up company by Khun Jetsada Kumphong and Asst. Prof. Dr. Rutchai Ungarunyawee, who are committee members of JP Intelligent System Engineering Co.Ltd. decided to enter an agreement with KKU.

Asst. Prof. Dr. Rutchai Ungarunyawee, the program developer, revealed that the program that reports and inspect traffic light violation has been used in Khon Kaen Municipality for 2 years. The program is divided into 2 parts: the part that inspects red-light running which works automatically by means of a CCTV camera, and the other part is the program that inspects helmet wearing of motorcycle riders. The company will further develop the program and intends to use it in other municipalities such as Udonthani or in Warinchamrap District and other big cities. This program was developed by Thai people so it is convenient for application and maintenance. Available programs developed abroad are expensive and require overseas experts to update or adjust them.

Prof. Dr. Supachai Pathumnakul, Vice President for Innovation and Enterprise who co-signed the contract said that it is good that the work of KKU is useful and is of interest. The work performed in the university is the university’s property. The developer himself has to be approved by the university before applying the work outcome elsewhere. Students’ work, likewise, belongs to the university. For this case, the research has been conducted by a PhD student. When the developer opened a Start up company and wants to use the work outcome under the company, then the university has to authorize based on the regulations set forth by the university since the work is an intellectual property of the university.
